MANCHESTER-BY-THE-SEA — The Manchester-by-the-Sea Police Department is pleased to share that it has received $23,623 through the 2025 Edward J. Byrne Memorial Justice Assistance Grant (JAG) to expand its patrol capabilities and improve access to areas where traditional police cruisers may be limited.
The grant funding has enabled the department to purchase a Polaris utility terrain vehicle (UTV) and a Cannondale electric bicycle. These additions will provide officers with more versatility when responding to emergencies, searching for missing persons and patrolling areas that may be difficult to reach by cruiser.
Sgt. Louf served as the grant manager and developed the department’s application, which was then selected to obtain the funding. The initiative aims to expand the department’s existing fleet and provide officers with more resources to serve the community.
“The JAG grant has been instrumental in helping to enhance our department’s mobility by allowing us to purchase both a UTV and an E-Bike,” said Sgt. Louf. ‘These assets will greatly enhance our capability to respond to emergencies or missing persons in areas where traditional police cruisers cannot go. This will significantly cut down on response time, as well as allow us easier access to areas that were historically more difficult to patrol. Through this grant funding, we were able to achieve our goal at no cost to the Manchester taxpayer, for which we are very grateful.”
The department purchased the UTV thanks to assistance from New Boston Crane and Sled, a Massachusetts-based business. The electric bicycle was purchased from Riverside Cycles, a local business in Manchester. The department also thanks the local business partners for their assistance in obtaining these vehicles.
The Manchester-by-the-Sea Police Department is grateful to the Edward J. Byrne Memorial Justice Assistance Grant program for providing the funding to strengthen its patrol capabilities and enhance public safety, while avoiding costs to taxpayers.
“We are very pleased to be able to offer these expanded services to our residents and are very appreciative of this grant opportunity,” said Chief Mark McCoy. “I’d also like to give a special thank you to Sgt. Louf for all of his hard work in coordinating these efforts and obtaining this grant funding.”
