Town of Swansea Hires Mitchell Ruscitti as New Town Administrator

The Swansea Select Board is pleased to announce the hiring of Mitchell Ruscitti as the new Swansea Town Administrator.

SWANSEA — The Swansea Select Board is pleased to announce the hiring of Mitchell Ruscitti as the new Swansea Town Administrator.

He will take his new post as the Town’s top executive on July 6, pending successful contract negotiations. 

Ruscitti, a Milford resident, has been serving as Hopedale’s Town Administrator since 2023.

During his tenure in Hopedale, Ruscitti led municipal operations across all departments, working closely with the Select Board to advance policy priorities, strengthen financial controls, and guide capital planning initiatives.

Since taking the position three years ago, Ruscitti has emphasized disciplined management, transparent communication and the navigation of complex political and operational environments while maintaining organizational stability.

Ruscitti is set to earn his PhD in Public Administration and Leadership Studies at the University of the Cumberlands this year; and holds a Master’s Degree in Public Administration from the University of Kentucky, and a double Bachelor of Arts in History and Political Science from the University of Massachusetts Lowell.

Previous to Hopedale, Ruscitti worked at various positions for organizations like the United Way of Tri-County, United Way of Pioneer Valley, Mount Wachusett Community College, the City of Worcester and Veterans Inc.

Ruscitti touts nearly 15 years of experience in municipal government, leadership, planning and executing community initiatives.

He has served on numerous government boards and committees, including the Town of Milford School Building Committee (2023-Present); Town of Milford Finance Committee (2022-2023); Milford’s Downtown Revitalization Committee (appointed 2021 and serving in an advisory capacity since 2017), Milford Regional Healthcare Foundation (Corporator, January 2023-Present); Massachusetts Freemason (2006-present) and as a Milford Connections Advisory Board Member (Milford High School 2021-2023).
