LYNNFIELD – The Board of Water Commissioners and Superintendent John Scenna would like to thank community stakeholders who have expressed support for the District’s Capital Program, which will be presented at the Annual District Meeting next week.
During a meeting on Monday night, all three members of the Lynnfield Select Board praised the District’s efforts to develop a comprehensive plan to address water quality consistency and long-term growth.
“I know that it’s been two years of trying to deal with a number of challenges, and come up with a solid business plan to go forward with,” Select Board Chair Dick Dalton said. “Kudos for hanging in there and doing the due diligence to get to this point.”

The District serves about 2,600 homes and businesses in Lynnfield, about two-thirds of the town.
Fire Chief Glenn Davis also has written a letter in support of the Capital Program.
“The ability to now rely on an MWRA source as needed, in periods when demand on the system exceeds supply, is imperative, is timely and is fully supported by our Fire Department,” Chief Davis wrote. “The Town of Lynnfield continues to see new growth, continues to see higher demand from existing users and yearly weather pattern challenges continue to present operational challenges to groundwater sources. The project will help sustain pressures throughout our entire fire suppression system in periods of high demand.”
“This project best serves the safety of all of these residents and buildings in this manner. It is well thought out, efficient and will create a system that can be relied upon for decades to come,” Chief Davis wrote.
The Capital Program will be addressed in two articles on the Annual District Meeting warrant.
In Article 18, ratepayers will be asked to approve borrowing and spending to connect with the Town of Wakefield water system, allowing a link to the Massachusetts Water Resources Authority, and to build a greensand filter treatment plant at the Glen Drive station.
In Article 19, ratepayers will be asked to approve a 20-year agreement with the Town of Wakefield to connect water systems.
Ratepayers will find more information, presentations and video about the Capital Program including extensive engineering reports, water quality analysis and other hydraulic studies on the Capital Improvement Project homepage. The District has been working in partnership with CDM Smith, a leader in professional engineering/utilities, for several years in studying and analyzing these options.
The Annual District Meeting convenes on Monday, May 10, at 6 p.m., at Lynnfield High School, 275 Essex St. A Special District Meeting will begin at 6:30 p.m. The rain date will be Tuesday, May 11, 2021 at the same times.

The District meeting is open to the public. Residents are asked to check in upon their arrival. Only residents who live within the district and were registered to vote 20 days before the Meeting, will be allowed to vote in the District Election, Annual Meeting and Special Meeting. The meeting will be moderated by Town Moderator Joseph Markey.
The District will require all voters to adhere to all state and local guidelines regarding masking and social distancing during the meetings. Residents will be asked to sit 6 feet apart and must wear a mask.
