Arlington Police Announce Motor Vehicle Homicide Charges in 2013 Case

ARLINGTON — Police Chief Frederick Ryan announces that charges have been brought in a December 2013 fatal pedestrian crash, after a thorough investigation by Arlington Police Investigators.

PAUL S. GIRAGOSIAN, AGE 68, OF ARLINGTON has been charged with Motor Vehicle Homicide by Negligent Operation.

On the evening of Dec. 19, 2013, Elba Ortiz-Delgado, age 77, of Boston, was walking in a crosswalk at the intersection of Massachusetts Avenue and Orvis Road in East Arlington when she was struck by a vehicle driven by GIRAGOSIAN. The victim was taken to Massachusetts General Hospital, where she later died.

At the time, GIRAGOSIAN was cited for operating without a license and failure to yield to a pedestrian at a crosswalk, but the case remained under investigation.

The investigation included a State Police Collision Analysis and Reconstruction Section report, which came back recently. The report, combined with the Arlington Police Department investigation, resulted in the allegations against GIRAGOSIAN.

Arlington Police Investigators worked with the Office of Middlesex District Attorney Marian Ryan, to investigate and ultimately charge GIRAGOSIAN with Motor Vehicle Homicide.

“This was a heart-breaking case, involving the tragic loss of life of an elderly woman who was trying to cross the street in a crosswalk,” Chief Ryan said.

GIRAGOSIAN was given a summons today to appear in Cambridge District Court for arraignment on Dec. 19.

These are allegations. All suspects are considered innocent until proven guilty.
