METHUEN — The Methuen Police Department, in collaboration with the City of Methuen, has today released its 2026-2030 Strategic Plan, a forward-looking document developed through extensive collaboration with department personnel, community members, and city leaders.
The plan reflects the vision first shared by Mayor D.J. Beauregard, who encouraged the creation of a comprehensive strategy similar to those adopted by other progressive police departments across Massachusetts. It was developed entirely in-house by the dedicated personnel of the Methuen Police Department.
The 2026-2030 Strategic Plan outlines nine strategic priority areas focused on community engagement, staffing and recruitment, organizational modernization, employee wellness, data-informed policing, and other key areas of public safety.
“This Strategic Plan represents our optimistic vision for the future and serves as a practical blueprint for continued excellence in public safety,” said Chief Scott McNamara. “It was inspired by Mayor Beauregard’s forward-thinking leadership and built through genuine partnership with our City Council, our officers and staff at every level, and the residents we serve every day. Together, we will continue building a safer, stronger, and more connected Methuen.”
The development process was deliberately collaborative and transparent. It included internal focus groups, a department-wide survey of all personnel, multiple community stakeholder sessions, and a public community discussion. The plan was shared with Methuen City Council Chair Neily Soto and all members of the City Council for review and input, underscoring the department’s commitment to working closely with elected officials.
The plan was also launched in alignment with the city’s broader Methuen 2035 Strategic Plan and emphasizes guardian policing, innovation, and strong community partnerships.
