Statement of Arlington Police Chief Frederick Ryan Regarding Federal Indictment of Alleged Human Traffickers
ARLINGTON — Police Chief Frederick Ryan issues the following statement in response to the successful federal indictment of two alleged human traffickers, whose cases were handled by Arlington Police Detectives:
“The sexual exploitation of children is an extremely serious matter, and we will continue to work collectively and tirelessly to see that this case and others are brought to a successful prosecution. Furthermore, the Arlington Police Department will provide the necessary and appropriate support services to victims and their families as the criminal justice process unfolds.”
Background: A federal grand just today indicted three suspects in an alleged interstate sex trafficking ring.
According to the indictment, it is alleged that on separate occasions between August 18,
2014, and August 25, 2014, Ricky Wallace, a/k/a Justice, 33, of Pawtucket, recruited two females, one of them under the age of 18, and that Kemont Bowie, a/k/a Daddy, 34, of Providence, and Raechyl Spooner, a/k/a Kitty, 20, of Pawtucket, against the will of the females, drove them to Spooner’s residence where they were forced into prostitution.
The indictment charges Wallace and Bowie with conspiracy; sex trafficking of a child;
transportation of a minor for sexual activity; sex trafficking by force, fraud or coercion; and
transportation an individual for prostitution. Additionally, the indictment charges Spooner with
conspiracy
The cases were brought in large part due to the efforts of Arlington Police Detectives and an Arlington Police Officer assigned to a Federal Task Force that investigates cases of missing and exploited children.
