CARVER — The Carver Police Department is pleased to announce that Matthew Rayner began his new role as Chief of Police Thursday, following the retirement of Chief Marc Duphily on Wednesday, March 11.
Chief Rayner was selected by the Carver Select Board in September after completing an assessment center and interview process. He now assumes leadership of the department after serving the Town of Carver for more than eight years.
“I’m honored by the opportunity to serve the Town of Carver as its Chief of Police,” said Chief Rayner. “I’m grateful to the Select Board for their confidence in me, and I want to thank Chief Duphily for his leadership and service to this department and community. I look forward to continuing the department’s work to keep Carver safe and strengthening our connection with residents and the community.”
Rayner joined the Carver Police Department as a patrol officer in 2017. He has worked all three patrol shifts and handled serious investigations, including sexual assault and domestic violence cases. In April 2021, he was promoted to sergeant.
As a sergeant, Rayner served as the department’s Accreditation Sergeant, working to update departmental policies and procedures. Since November 2025, he has also served as the department’s Administrative Sergeant, assisting with the day-to-day operations of the department.
Before joining Carver Police, Rayner served for 17 years with the New Bedford Police Department. During that time, he worked as a patrol officer, patrol sergeant and detective sergeant in the department’s Family Services Unit.
He also helped establish the New Bedford Police Department’s Juvenile Police Academy in 2008 and assisted in developing protocols for the Child Advocacy Center of Bristol County.
Rayner also served in the U.S. Air Force from 1996 to 2000 as a Security Forces K-9 handler specializing in explosive detection. During his service, he was assigned to support the U.S. Secret Service, providing explosive detection for presidential and dignitary security operations.
During his time in the military, Rayner earned two Air Force Achievement Medals and received multiple honor graduate recognitions. He was also an honor graduate in the 35th Municipal Police Training Committee (MPTC) Plymouth Police Academy.
Rayner holds a Bachelor of Science in Law Enforcement from Western New England College and a Master of Science in Criminal Justice with a concentration in Emergency and Crisis Management from Lasell University.
Rayner has been married to his wife, Elizabeth, for 28 years. They have two adult sons, Andrew and Brian.
