Town of Newbury Announces State Approval of Village at Cricket Lane Affordable Housing Development

NEWBURY – The Town of Newbury announces that the state has formally approved plans for Village at Cricket Lane, a 24-unit Chapter 40B development.

Village at Cricket Lane, formerly known as Byfield Estates, was first proposed in 2019 on 15 acres at 55 Rear Pearson Drive.

The project underwent significant and comprehensive review by Newbury’s regulatory boards and commissions. The Conservation Commission denied a notice of intent for the project in 2021, citing concerns about stormwater management and vernal pools at the site.

Developers appealed to the state Department of Environmental Protection, which issued a superseding order of conditions.

The town of Newbury appealed this decision represented by Mead, Talerman and Costa, its Town Counsel.

On Aug. 14, the Town was informed by the Mass Housing Finance Agency (MassHousing) that the project has received final approval and that a comprehensive permit to begin work has been issued.

“We are deeply disappointed by the DEP’s determination. Newbury officials reviewed all information before them and made impartial decisions in the best interests of the neighborhood and town,” Select Board Chair Alicia Greco said. “Our attention will turn to ensuring that the developers comply fully with the order of conditions.”

Through this approval, Cricket Lane, LLC, will be permitted to construct 24 single-family homes, with six homes reserved for those making less than 80 percent of the area’s median income.
