Oyster River Cooperative School District Welcomes Incoming Superintendent Dr. Robert Shaps

DURHAM – The Oyster River Cooperative School District (ORCSD) School Board is pleased to welcome Dr. Robert Shaps in his new role as Superintendent of Schools.

DURHAM – The Oyster River Cooperative School District (ORCSD) School Board is pleased to welcome Dr. Robert Shaps in his new role as Superintendent of Schools.

Dr. Shaps began his educational career in New Hampshire and most recently served as Superintendent of Schools of the Mamaroneck Union Free School District in Mamaroneck, N.Y. Dr. Shaps brings to Oyster River more than 20 years of experience leading public school districts in Massachusetts and New York. 

Dr. Shaps was selected in December 2023 following a nationwide search designed to find a leader whose vision and values aligned with those of Oyster River.

“It has been a pleasure meeting so many people in our community who are invested in Oyster River and its students,” Superintendent Dr. Shaps said. “These discussions are vital to the ongoing excellence of our district, and I look forward collaborating on a shared vision that will enable each student to grow and succeed after graduation.”

As part of his entry plan, Dr. Shaps has already met with School Board members, district faculty and staff, SAU employees, and administrators to develop a comprehensive view of the District.

In the coming months, Dr. Shaps will regularly visit classrooms and hold a community listening tour to obtain vital feedback that will help shape the District’s future course. He will present findings and observations publicly later in the 2024-2025 school year.

He also will meet with municipal leaders and representatives of community organizations in the sending communities of Durham, Lee, and Madbury.

“Throughout his career Dr. Shaps has proven to be a thoughtful, innovative leader who builds consensus to ensure the success of all students,” School Board Chair Matthew Bacon said. “He brings a wealth of experience and enthusiasm for public education and a strong commitment to upholding a positive culture for both students, faculty, and staff.”

Dr. Shaps holds a Bachelor’s degree in English from Hobart College, a Master’s degree in Teaching and Learning from Harvard University, and a Certificate of Advanced Graduate Study in Supervision and Educational Administration from the University of New Hampshire.

He earned his Doctorate in Educational Leadership from the University of Pennsylvania.

Dr. Shaps began his educational career at Londonderry High School as a Special Education Teacher, later becoming Assistant Principal. He also served as Middle/High School Principal and Superintendent in the Manchester Essex Regional School District in Manchester-By-The-Sea, Mass.

He served as Superintendent in two New York districts, the Hastings-on-Hudson Union Free School District from 2006-2010 and the Mamaroneck Union Free School District from 2010-2023.

Dr. Shaps succeeds Dr. James C. Morse, Sr., who retired in June after 12 years of dedicated service to the Oyster River community.
