Burlington Police Department Welcomes Four New Officers from Police Academy

BURLINGTON — The Burlington Police Department is pleased to welcome four new officers who have graduated from the Municipal Police Training Committee’s (MPTC) Northern Essex Community College Police Academy.

Officer Taylor Girouard, Officer Kenneth Saidah, Officer Matthew Qualey, and Officer Andrew Lalli, who graduated on Friday, April 3, underwent weeks of specialized training and basic training programs. 

Officer Girouard is a Burlington native with a Bachelor’s degree from Norwich University in Criminal Justice and a minor in criminology and sociology. Serving as an intern at Barre Probation and Parole in 2024, she gained experience in case management and developed her interest in corrections and community safety.

Officer Saidah is a Burlington native and a graduate of Burlington High School. He has worked in Burlington for over 15 years, most recently as a Maintenance Craftsman, and is certified in CPR/First Aid/AED.

Officer Qualey comes to the Burlington Police Department with a Bachelor’s and Master’s Degree in Criminal Justice. He brings experience from the Middlesex Superior Court as a Probation Department Intern and the Nantucket Police Department as a Community Service Officer.

Officer Lalli joins the Burlington Police Department with a Bachelor’s Degree from Central Connecticut State University. Coming from a 12-year career in sales and consulting, Lalli has experience in both leadership and strategy.

The Burlington Police Department is thrilled to welcome officers who have an array of experience that will help them in their law enforcement careers.

“I’m pleased to welcome these four highly qualified officers to the Burlington Police Department,” said Chief Thomas Browne. “These officers are excited to serve our community and bring with them the skill to do so.”
