Billerica Police Department Investigating Aggressive Fundraising Tactics by Vendor Representing Patrol Officers’ Union

BILLERICA — Police Chief Roy Frost reports that a Billerica Police Department Detective has been assigned to investigate a report that a telephone fundraiser, historically retained by the Billerica Police Union, used aggressive and possibly threatening tactics in their interactions with a Billerica business owner.

On Tuesday, March 31, 2026, the Billerica Police Department received a report from the owner of a North Billerica catering company reporting that they were being threatened by an individual over the phone. The business owner told police that they had received a call from a solicitation company claiming to be raising money for the Billerica Police Union. The solicitor, who identified themselves as “Mike” used aggressive tactics to repeatedly ask for a yearly donation. After being told they were unable to donate this year, the company received repeated calls from at least two additional numbers aggressively attempting to solicit donations.

The business owner told police that a caller on the third number to call reportedly began to threaten to harm them, which prompted the call to the Billerica Police Department.

A police detective is assigned to the case, and the Billerica Police Department is taking every step available to identify the individual(s) involved in the threats.

The Billerica Police Union is affiliated with the New England Police Benevolent Association (NEPBA), and the union is working with the NEPBA to ensure appropriate steps are taken to prevent future issues. The Billerica Police Union, in its unofficial capacity, and not on behalf of the Town of Billerica or the Billerica Police Department, raises funds for a variety of purposes, including scholarship programs and financial support for sick and wounded police officers. 

The fundraising vendors are with a private fundraising company and are not employees of the Town or Police Department.

“These kinds of aggressive tactics have no place in our community, and we absolutely will not stand for threats against our local business owners,” Chief Frost said.
