Raynham Police Charge Five After Shoplifting Investigation Leads to Drug Seizure

RAYNHAM — The Raynham Police Department is charging five people after a shoplifting investigation resulted in the seizure of drugs.

MARK SANTOS, AGE 41, of NEW BEDFORD, was arrested and charged with:

  • Trafficking in 36 Grams or More of Cocaine
  • Possession of a Class A Drug (Subsequent Offense)
  • Shoplifting by Concealing Merchandise
  • Trespassing

JAMES CYR, AGE 42, of RAYNHAM, was arrested and charged with:

  • Possession of a Class A Drug
  • Shoplifting by Concealing Merchandise

JILLIAN O’NEIL, AGE 35, of TAUNTON, was arrested and charged with:

  • Shoplifting by Concealing Merchandise

XAVIER RAMOS, AGE 36, of TAUNTON, was arrested and charged with:

  • Shoplifting by Concealing Merchandise

A 45-YEAR-OLD WOMAN, of NEW BEDFORD, will be summonsed to court on a charge of:

  • Shoplifting by Concealing Merchandise

On Wednesday, April 1, at about 2:16 p.m., Officer Michael Civale was dispatched to a retail store at 36 Paramount Drive after receiving a report that loss prevention staff had detained two shoplifters who were not cooperating.

Police were then notified that at least two other people involved in the shoplifting fled the store in a blue SUV.

Upon arrival, Officer Civale witnessed a woman walking in the parking lot who matched the description of one of the people who had fled. When the woman began to run, Officer Civale tracked her and saw her discard a backpack under a car.

He was able to detain the woman, later identified as a 45-YEAR-OLD WOMAN, of NEW BEDFORD, and returned her to the loss prevention office where other officers were conducting an investigation.

The investigation revealed that loss prevention staff had observed multiple people concealing merchandise and passing all points of purchase without paying.

During a search of SANTOS, officers located a large plastic baggie containing multiple other smaller baggies inside a cross-body bag he was wearing.

The smaller baggies contained numerous white, rock-like objects consistent with crack cocaine.

The cross-body bag also held a plastic container containing two additional baggies with crack cocaine rocks, and a third baggie containing a white powdery substance consistent with fentanyl.

In total, officers seized 48 grams of crack cocaine and 2 grams of fentanyl from the bag.

During the search, Sgt. Joshua O’Brien also located numerous empty baggies, two digital scales, two pill bottles with unknown pills, and three cellphones, items consistent with drug distribution.

SANTOS, who initially provided a wrong name to officers, was determined to also have an active warrant for his arrest and had previously been trespassed from all of the businesses’ properties for two years in February 2025.

A second person detained in the office, O’NEIL, was determined to have an active warrant for her arrest.

During the investigation, Detective Patrick Leahy was searching for the blue SUV and observed a man walking around multiple nearby parking lots. In the back of one of the lots, Juvenile Detective Jennifer Lang located a blue Chevrolet Tahoe matching the description of the vehicle that fled. Officers made contact with the man, identified as CYR, who was seen walking around and confirmed he was the registered owner of the vehicle.

The investigation determined that CYR was also involved in the shoplifting and officers located a small baggie of a white powdery substance consistent with fentanyl on his person.

The investigation into the shoplifting revealed that five people entered the store and concealed over $538 worth of merchandise, including jewelry and watches.

While officers were booking the suspects, Raynham Police received another call that the fifth person involved in the shoplifting was walking around the area. Officers responded to the area and located the man, later identified as RAMOS, who initially provided the wrong name to officers. A bail clerk set RAMOS‘ bail at personal recognizance.

Officers later determined RAMOS had provided the wrong identity and learned he had three active warrants for his arrest. Raynham Police are now seeking an additional warrant for his arrest on a charge of Furnishing False Identification Information to Law Enforcement.

Also during booking, the 45-YEAR-OLD WOMAN, of NEW BEDFORD, who was initially under arrest, required medical attention and was transported to a local hospital. She will be issued a summons to appear in court at a later date.

SANTOS, O’NEIL and CYR are scheduled to be arraigned Thursday in Taunton District Court.

These are allegations. All suspects are innocent until proven guilty.
