BLACKSTONE — Blackstone Fire Chief Kevin Roy has completed Chief Fire Officer Management Training at the Massachusetts Firefighting Academy.
The Chief Fire Officer Management Training Program is an intensive course presented in partnership with the University of Massachusetts Edward J. Collins Jr. Center for Public Management and designed to provide fire chiefs with a variety of essential leadership and managerial skills.
The topics covered in the training include personal leadership styles, municipal finance, planning and budgeting, grants and emergency management, public information (including social media management), behavioral health, radio communications, contemporary legal issues, fire mobilization, executive leadership, vision and strategic planning, intergovernmental relations, ethics and logic, human resources management, public speaking, EMS leadership and executive communications.
Chief Roy is a lifelong resident of the Town of Blackstone and a graduate of Blackstone-Millville Regional High School. His interest in emergency services began in high school, when he was hired by the department as an on-call firefighter. He has been a member of the Blackstone Fire Department since 1998 and completed Firefighter I training during that time.
After graduating from high school, Chief Roy attended Westfield State College (now Westfield State University), where he earned a Bachelor of Science degree with a concentration in Criminal Justice. While at Westfield State, he completed his Emergency Medical Technician (EMT) certification, volunteered with the college’s emergency medical services program, served as a teaching assistant for EMT courses, and was president of the EMS Training Program.
In 2008, Chief Roy began his paramedic training at Safety Program Consultants in Taunton and became a certified EMT-Paramedic in 2009. He completed his Firefighter I/II training and certification through the Massachusetts Department of Fire Services in Stow in 2010.
In 2013, following the completion of his firefighting training, he was hired as a full-time firefighter/paramedic. He also worked as a paramedic for EasCare Ambulance Company and Milford Regional Medical Center.
In 2023, he completed a Bachelor of Science degree with a concentration in Fire Science at Anna Maria College.
During his full-time career with the Blackstone Fire Department, Chief Roy was promoted to Lieutenant in 2020 under the leadership of Chief Michael Sweeney. In December 2022, he was promoted from Captain to Deputy Chief, where he assumed expanded leadership roles and responsibilities. In December 2023, he was promoted to Fire Chief.
Now serving as Chief of the Blackstone Fire Department, Chief Roy is committed to leading the department and delivering high-quality emergency services that best serve the residents of the Town of Blackstone.
Chief Roy also serves as the Emergency Management Director in Blackstone, where he currently resides with his wife and four kids.
“This is a significant accomplishment and an example of Chief Roy’s dedication to his profession and to the Town of Blackstone,” said Blackstone Town Administrator Chad Lovett. “We are extremely proud of the work he put in to complete this program and congratulate him on this important achievement.”
