CONCORD — The Massachusetts Department of Elementary and Secondary Education (DESE) has released the findings of its 2025 Targeted District Review of Concord Public Schools (CPS) and Concord-Carlisle Regional School District (CCRSD).
Conducted this spring by the American Institutes for Research, the review examined district systems and practices in Leadership and Governance, Human Resources and Professional Development, and Financial and Asset Management.
The review affirmed several strengths across the two districts. CPS and CCRSD were recognized for strong governance and collaborative leadership, intentional efforts to promote diversity, equity, inclusion, and belonging, effective human resources practices that contribute to consistently high teacher retention rates, and transparent financial management supported by strong partnerships with town officials.
The report also noted that the districts’ 2023-2028 Strategic Plan, developed with extensive community input, provides clear and actionable direction that is actively shaping school decision-making.
The review identified opportunities for further growth, including developing more consistent communication between administrators, teachers and families, increasing constructive feedback in educator and administrator evaluations, providing additional professional development time at the secondary level, and formalizing long-term capital planning for CCRSD.
“These findings highlight the dedication of our educators to providing students with a world-class education while continuing to grow and improve,” said Superintendent Dr. Laurie Hunter. “The report recognizes the strengths we are proud of, and the suggestions it makes are ones we had already identified and are either actively working on or are fully aligned with our strategic goals. This gives us a clear roadmap to continue advancing equity, innovation, and student well-being.”
Concord-Carlisle’s strategic plan highlights multiple paths to success, student well-being and mental health, an inclusive culture, and innovative learning environments. The review findings align with these priorities, and district leaders will work closely with stakeholders to create an action plan that addresses the recommendations.
