Upper Allen Township Police Sgt. Thomas Dombroski Receives FBI-LEEDA Trilogy Award

UPPER ALLEN TOWNSHIP — Chief Andrew Parsons is proud to announce that Upper Allen Township Police Sgt. Thomas J. Dombroski has earned the prestigious FBI-LEEDA Trilogy Award.

The FBI-LEEDA (Law Enforcement Executive Development Association) Trilogy Series — the Supervisor Leadership Institute (SLI), Command Leadership Institute (CLI) and Executive Leadership Institute (ELI) — is designed to provide a comprehensive leadership education for law enforcement professionals.

Sgt. Dombroski trained for three nonconsecutive weeks at several locations, focusing on leadership at different levels: supervisory, command and executive.

The training curriculum focused on different subject areas, including, but not limited to: 

  • Building community trust
  • Strategic planning
  • Employee wellness
  • Team building
  • Ethical and command decision making
  • Supervisory credibility and authenticity
  • Liability
  • Police discipline

“The training was a good refresher of things that I already knew and try to exhibit on a daily basis,” said Sgt. Dombroski, who listed several key takeaways from the training.

“To be a good leader, you have to be a good follower,” Sgt. Dombroski said. “You must model behavior if you expect officers you supervise to follow policy and procedures and expect professionalism.”

“As leaders, we have to be able to adapt to the needs and challenges facing us, such as how we provide services to our citizens and operate on a daily basis,” he added. “Everyone in the organization can be a leader. It’s not about rank or title. Every officer has a stake in the organization and can be involved in solving problems related to community service and overall department operation efficiency and performance. It’s about doing what is right, not what is expedient.”

“Leading is not managing,” Sgt. Dombroski concluded. “As a leader, it is my job to support our officers to achieve their own personal goals while striving to achieve the department’s mission and goals.”

FBI-LEEDA instructors emphasize “the leadership journey” in all their classes, encouraging police leaders to approach leadership as a purposeful undertaking.

“Remember, the Trilogy Series is most effective when all the leadership principles are applied,” according to FBI-LEEDA. “Leadership, Courage, and Knowledge — this is the FBI-LEEDA way!”

Chief Parsons commended Sgt. Dombroski’s dedication to professional development.

“Sgt. Dombroski is a key component of Upper Allen Township Police Department’s Command Staff,” said Chief Parsons. “His dedication to community policing has only been strengthened by this rigorous training regimen. I’m sure the knowledge he gained while enrolled in the FBI-LEEDA courses will not only benefit his own future on-the-job performance but will also boost the morale and fitness levels of all the other officers with whom he serves.”
