CANTON — The Canton Select Board voted unanimously on June 10 to adopt the Town’s first Climate Action Plan (CAP) — a comprehensive, community-driven roadmap that will reduce emissions, improve resilience to climate change and unlock significant state grant opportunities.
The CAP was developed over the past 18 months by Canton’s Sustainability & Climate Action Plan Steering Committee with expert guidance, widespread community input and a focus on long-term environmental and public health. The plan outlines actionable steps toward cleaner air, energy-efficient buildings and a Town better prepared for extreme weather.
“This isn’t just a plan on paper — it’s a promise to future generations,” said Select Board Chair JR McCourt, speaking after the vote. “By approving this Climate Action Plan, we’re sending a message: That tackling climate change can be practical, community-driven and hopeful.”
The Climate Action Plan was created following the passage of Article 27 at the 2023 Annual Town Meeting, which established the steering committee. Since then, the committee has conducted extensive outreach — engaging residents, youth, business owners and Town officials. A community survey last fall drew over 350 responses, highlighting concerns such as air quality, flooding, invasive species and summer heat.
The final plan blends long-range strategies with near-term actions, including:
- Hiring a part-time energy and sustainability consultant
- Accelerating municipal building retrofits
- Electrifying town vehicle fleets
- Updating construction codes to support clean energy use
By adopting the CAP, Canton is now positioned to pursue designation as a Massachusetts Climate Leader Community — a status that could unlock up to $1 million in state grant funding. Previously, Canton accessed energy and sustainability funding on a case-by-case basis. This coordinated plan represents a stronger, more strategic approach.
“Approval of the CAP is an important next step in Canton’s strong tradition of fostering a healthier, more equitable, and more engaged community for generations to come,” said Select Board member Susan Harrington, who championed the plan during her recent campaign.
Residents and businesses also stand to benefit directly. The CAP’s framework makes it easier to access rebates and technical support for projects like switching to electric vehicles, installing heat pumps, improving insulation and expanding recycling.
“I’m grateful for all of the support that was shown by the Select Board, administration, employees, committees, and citizens over the past 18 months,” said Tom Birmingham, Chair of the Sustainability and Climate Action Plan Steering Committee. “This was a true collaborative effort, and I believe the final product proves that point.”
The committee followed a phased process:
- Stage 1: Reviewing existing policies and gathering initial public input
- Stage 2: Conducting community surveys, public meetings and stakeholder engagement
- Stage 3: Drafting and refining detailed recommendations based on feedback
“I’m pleased that the CAP, while aspirational, concretely addresses the key concerns of our residents,” explained Jen Wexler, Vice-Chair of the Sustainability and Climate Action Plan Steering Committee. “Our community is eager to support implementation of this plan for our clean energy future and mitigate the effects of climate change on our most vulnerable community members. Extended heatwaves can be particularly difficult on our older community members, outdoor workers, children, and those with limited access to sufficiently cooled households.”
