Town of Norfolk Announces Property Tax Work-off Program for Seniors

NORFOLK — Town Administrator Justin Casanova-Davis and Council on Aging and Senior Center Director Karen Edwards are pleased to announce the 2025 Property Tax Work-off Program for seniors 60 years of age and older.

NORFOLK — Town Administrator Justin Casanova-Davis and Council on Aging and Senior Center Director Karen Edwards are pleased to announce the 2025 Property Tax Work-off Program for seniors 60 years of age and older.

The program allows participants to work for the Town of Norfolk for up to 100 hours at $15 per hour, for a total of $1,500 (100 hours), to earn a credit toward their property tax bill, to be split between the third and fourth quarters of Fiscal Year 2026.

Past tax work-off opportunities have included municipal department positions such as receptionist, technology instruction, digitization of records, data entry, administrative projects, and more.

Due to the limited number of spaces available in the program, the Town has implemented income eligibility guidelines. Priority will be given to residents who fall below the following income thresholds: 

  • Household of one, gross income limit of $65,595
  • Household of two, gross income limit of $85,777
  • Household of three, gross income limit of $105,960

Applicants must also meet the following eligibility requirements: 

  • 60 years of age or older
  • Own and occupy as a primary residence the property to which the taxes will be credited
  • Present a current copy of the property tax bill
  • Present a copy of the 2024 Federal Income Tax return 1040
  • Gross income in 2023 may not exceed income eligibility requirements
  • Ability to perform the functions of the job. If a property owner is physically unable to work the required hours, a proxy may be able to work the hours for them.

Applications will be accepted on a first-come, first-serve basis. Applications are due by Feb. 22, 2025.

Applicants must meet all eligibility requirements, have appropriate skills for the position, and must complete a background CORI check. The applicant and department head must agree the pairing is an appropriate match.

Program applicants are reminded that any reduction of property taxes is considered income for federal income tax purposes.

“If you are interested in this program, please fill out the application and return it no later than Feb. 22, along with copies of the additional necessary paperwork,” said Director Edwards. “Applications that do not include all of the necessary documentation will not be processed until all of the information is received.”

“Please note that openings are limited,” said Director Edwards. “As a result, it may not be possible for all applicants to be accepted into the program. Participants in the program are not guaranteed to earn their full credit and complete 100 hours by Nov. 30, 2025.”
