PLAINVILLE — The Plainville Select Board and Town Administrator Brian Noble wish to thank residents who attended Monday’s Special Town Meeting and supported several warrant articles, including constructing a new water treatment plant.
At the Oct. 7 Special Town Meeting, residents approved $25.6 million to design, build and equip a new water treatment plant at the corner of East Bacon and George streets to replace the Turnpike Lake Water Treatment Plant. The vote authorized the Town Treasurer, with Select Board approval, to borrow the funds through the MA Clean Water Trust with zero percent (0%) interest. The Select Board may also seek and accept American Rescue Plan Act (ARPA) funds, grants or donations from federal, state or private sources for the project.
Residents also approved repurposing $1,389,274.39 in borrowed funds to reduce costs for the water treatment plant or the new well project, which would otherwise require bonding for a similar purpose and term. The vote will close borrowing accounts for completed projects and redirect the remaining balance.
The Special Town Meeting was attended by 248 residents who overwhelmingly approved the articles.
Residents also approved three other articles, including using $154,451.44 in existing funds to replace the over-35-year-old HVAC system at the Plainville Public Library; amending the Town bylaws to allow flexibility in scheduling the Annual Town Meeting; and allocating $160,000 in Community Preservation Act funds to design and construct a water supply line to the Plainville Athletic League Field and $50,000 for the window and door improvements at the historic James Humphrey House.
“We express our gratitude to residents who supported several key initiatives at Monday evening’s Special Town Meeting, most notably the construction of a new water treatment plant,” Town Administrator Noble said. “The Town’s approval of new upgraded water infrastructure reflects our commitment to community and sustainability in all we do, affirming that Plainville remains dedicated to being an affordable place to live while fostering vibrant economic growth.”
