Somerset Police Announce Sentencing of Louisiana Man on Child Enticement Charges

SOMERSET — Chief Todd Costa and the Somerset Police Department share that a Louisiana man has sentenced on charges of child enticement.

CARLOS NORMAND, AGE 33, OF SCOTT, LOUISIANA, was arrested in December 2022 in Louisiana on an outstanding warrant issued by Somerset Police, and charged with:

  • Enticing a Child Under the Age of 16
  • Distributing Obscene Matter to a Minor
  • Accosting/Annoying Another Person

NORMAND pleaded guilty to all charges on Nov. 20. He was sentenced to 2½ years in the Bristol County House of Corrections with 18 months to serve. He also received three years of probation on the charges of distributing obscene material and annoying/accosting. 

In October 2022, Somerset Police received a report stating that a Somerset juvenile had received concerning messages on their social media accounts from a person who they did not know.

Police Detective Donald Cormier initiated and led the investigation.

He determined that NORMAND utilized social media to pose as an 11-year-old and 9-year-old child. Detective Cormier determined that NORMAND was “grooming” the child, building trust and emotional connection to manipulate and abuse them.

Detective Cormier posed as a 10-year-old boy, and was solicited by NORMAND for content of a sexual nature. NORMAND also sent sexually explicit images to Detective Cormier using a social media application.

Chief Costa and the Somerset Police Department wish to thank law enforcement agencies for their cooperation during this investigation: The Calcasieu Parish Louisiana Combined Anti-Drug Task Force, Louisiana State Police, U.S. Department of Homeland Security, Louisiana Attorney General’s Office (Louisiana Bureau of Investigation), and Houston Texas Metro Internet Crimes Against Children (ICAC) Task Force.

Chief Costa also wishes to recognize Detective Cormier for leading this investigation and for his commitment to protecting children from exploitation.
