Town of Carver Welcomes Police Officer Krista-Jean Forand

CARVER — Town Administrator Robert Fennessy and Police Chief Marc Duphily are pleased to welcome the Carver Police Department’s newest officer, Krista-Jean Forand. Forand is the first officer who has been hired through the department’s new hiring process.

New Hiring Process Implemented to Include Officers’ Voices

CARVER — Town Administrator Robert Fennessy and Police Chief Marc Duphily are pleased to welcome the Carver Police Department’s newest officer, Krista-Jean Forand. Forand is the first officer who has been hired through the department’s new hiring process.

Officer Forand was officially appointed during a Select Board meeting on Sept. 5. At the meeting, Chief Duphily spoke about Officer Forand’s background and about the town’s new hiring process, which includes the voices of several officers during the interview stage.

Earlier this summer, Carver Police posted a job opening and received 14 applications. For the first time in the department’s hiring history, a preliminary screening panel with Deputy Chief Sheri Sarmento, sergeants and officers was created. This panel conducted screenings of the applicants and recommended a group of candidates to move forward in the hiring process.

Once the panel narrowed the group down to six candidates, Select Board Chair Mark Townsend, Town Administrator Fennessy, Assistant Town Administrator Elaine Weston, Deputy Chief Sarmento and Chief Duphily then interviewed all candidates and selected Forand as the finalist.

“We are pleased to have had a hiring process that included feedback from some of our officers because they will work closely with new officers on a daily basis,” Chief Duphily said. “We were pleased to have appointed Officer Forand as she was recommended to us by her fellow officers following a preliminary interview. I’m very confident that Officer Forand will make an excellent addition to our team at CPD and I ask that you all join me in welcoming her.”

Prior to joining Carver Police, Forand served as a police officer in New Bedford for three years. During her time with New Bedford Police, she was an active member of the Overdose Outreach team, a trained sexual assault investigator, and was part of the Youth Community Crisis Intervention Team and the Mental Health Clinician Outreach team.

Prior to working in New Bedford, she also worked as a protective service supervisor for Bristol Elder Services. 

Officer Forand holds a bachelor’s degree from Nichols College with a concentration in criminal justice and psychology. She grew up in Plymouth County and her grandfather, Theodore Halunen, was a police officer in Carver.
