DOVER – The Board of Selectmen wishes to announce the selection of two finalists for Town Administrator, and invite community members and stakeholders to take part in a community forum on Wednesday.
The Board of Selectmen in January engaged the services of Community Paradigm Associates of Plymouth to assist in the search. Community Paradigm Associates interviewed members of the Board of Selectmen and department heads, and conducted a survey to determine the traits and professional qualities most important to the community. These were identified as interest in the Town, leadership and management style, community engagement, project management, technological expertise, financial management, strategic planning, and personnel management.
The Town received 33 applications. Community Paradigm Associates reviewed applications and forwarded seven names to the Town Administrator Search Screening Committee, consisting of members of the Board of Selectmen, Warrant Committee, and Planning Board, a member of the Town staff, and three members at-large.
Screening Committee members interviewed all seven candidates, and selected three finalists. One finalist withdrew.
The Board of Selectmen will interview:
Michael Blanchard, Assistant Town Administrator, Easton
Blanchard has served as Easton’s Assistant Town Administrator since 2018. He also has worked as Health Director and Assistant Town Administrator/Human Resources Director in Milton, and as Framingham’s Director of Public Health.
Blanchard holds a bachelor’s degree in Environmental Science from the University of Massachusetts Lowell and a Master’s Degree in environmental health from Tufts University.
Patrick Shield, Assistant Town Administrator, Walpole
Shield has served as Assistant Town Administrator since 2018, also having worked as the Town’s Recreation Director. He also served as District Director for State Sen. James E. Timilty.
Shield holds a bachelor’s degree in Political Science and International Relations and a master’s degree in public affairs and administration, both from the University of Massachusetts Boston.
Blanchard and Shield will meet with town department heads on Tuesday.
Community stakeholders are invited to participate in an open forum with the finalists on Wednesday, May 17, from 4-6 p.m. in the Great Hall of the Town House. Bernard Lynch, Managing Principal of Community Paradigm Associates, will moderate. This is an in-person event only.
The Board of Selectmen will formally interview the candidates in open session on Thursday, May 18, from 5-7 p.m.
