Manchester-by-the-Sea Voters Reminded of Upcoming Special Town Meeting and Joint State and Special Town Election

MANCHESTER-BY-THE-SEA — Town Clerk Christina J. St. Pierre wishes to remind residents of two upcoming electoral events.

On Monday, Oct. 15, a Special Town Meeting will convene at Memorial Elementary School beginning at 7 p.m. On Nov. 6, there will be a joint state election and special town election. Polls for the joint election will be open at Memorial School from 7 a.m. to 8 p.m.

The Special Town Meeting will address three warrant articles, including a proposed reduction of the Finance Committee from nine members to seven and a proposed modification in the enforcement of the town’s winter parking ban, which would reclassify violations as standard parking tickets that would be adjudicated by Town Hall.

Violations are currently issued as civil citations, which must be adjudicated in district court.

Special Town Meeting will also be asked to vote on the initial authorization for Manchester Essex Regional School District to borrow funding necessary for the construction of a new elementary school in Manchester. The article must earn support from two-thirds of Special Town Meeting. All residents who are registered to vote are eligible to vote at Town Meeting.

Following the Special Town Meeting vote, a simple majority of voters in the special election on Nov. 6 would then need to vote favorably in order to approve a tax increase beyond the limits of Proposition 2-1/2 in order to fund Manchester’s share of the loan payments resulting from the school project.

As a reminder, per state law, the deadline to register to vote in any election or regular town meeting is 20 days prior to the date of the election or meeting. The deadline to register to vote in a special town meeting is 10 days prior to the special town meeting.

Early voting for the state and local special election will be available at Town Hall during regular business hours from Oct. 22 through Nov. 2.

The deadline to register to vote for the Nov. 6 dual election is Wednesday, Oct. 17.
