Newburyport Police Arrest Wanted Man Following Temporary Shelter-In-Place

NEWBURYPORT — City Marshal Mark Murray reports that the Newburyport Police Department arrested a man after he fled officers who were attempting to serve a warrant against him Wednesday afternoon.

JOSE ILARRAZA, AGE 19, whose last known address is in AMESBURY, was arrested and charged with:

• Breaking and Entering Into A Building During The Daytime For a Felony
• Trespassing
• Resisting Arrest
• Disorderly Conduct
• Department of Youth Services Warrant

On Wednesday, July 19, The Massachusetts Department of Youth Services Warrant Apprehension Unit requested the assistance of Newburyport police in serving an arrest warrant for ILARRAZA, who was believed to be at the Port Plaza shopping center. Police had reason to believe ILARRAZA may have been armed.

ILARRAZA was located inside a store at the shopping center and immediately fled upon noticing the officers. Out of an abundance of caution, a half-mile shelter in place message was sent to all residents in the surrounding neighborhoods.

Newburyport Police requested the assistance of K-9 officers from the Amesbury Police, Salisbury Police and Massachusetts State Police as they established a perimeter and conducted a search for ILARRAZA. The search lasted for over an hour before ILARRAZA was located in an area of Toppans Lane where new homes are currently under construction.

ILARRAZA was taken into custody without further incident and the shelter-in-place was immediately lifted.

“This was a coordinated effort among numerous law enforcement agencies that fortunately resulted in a peaceful resolution to a potentially dangerous situation,” Marshal Murray said. “I appreciate both the support of our law enforcement colleagues and the cooperation of residents who sheltered in place while we conducted this search.”
