BRIDGEWATER — Police Chief Christopher D. Delmonte reports that the Bridgewater Police Department arrested a man for performing a lewd act in a local library yesterday.

FRED HIGGINS, 43, OF BRIDGEWATER is been charged with:

  • Lewd and Lascivious Conduct
  • Accosting / Annoying a Person of the Opposite Sex
  • Disorderly Conduct

On Sept. 14, at approximately 3:30 p.m., Bridgewater Police responded to the Bridgewater Public Library, 15 South St., for a report of a man watching pornography on a library computer. Upon arrival, officers witnessed HIGGINS watching pornography on the computer. Officers also observed HIGGINS performing a lewd sexual act on himself.

During this time, approximately 20 people were in the surrounding area of the library, many of whom were young teenagers.

As a result, HIGGINS was arrested and taken into custody.

“I commend the library director and his staff for recognizing the seriousness of the incident and taking quick action to insure the safety of others, Chief Delmonte said. “Town libraries are symbolic and valuable public resources that benefit the community, especially our youth.  I also appreciate the work of the officers involved here, to investigate and remove the subject without further incident.”
