Burlington Police Arrest Unlicensed Motorist After Pursuit

BURLINGTON — Police Chief Michael Kent and Shift Commander Lt. Thomas Browne report that Burlington Police Department this evening arrested an unlicensed motorist after he refused to stop for police and led officers on a pursuit from Burlington to Billerica before the suspect allegedly bailed out of his moving vehicle in a parking lot.

As a result of the incident, NOAH FRANTZ JOCELYN, AGE 19, OF BURLINGTON was arrested and charged with:

• Negligent Operation of a Motor Vehicle
• Failure to Stop for Police
• Motor Vehicle Operator Refusing to Identify Self for Police
• Operating a Motor Vehicle With a Suspended License
• Number Plate Violation (Concealment)
• Operating a Motor Vehicle With a Suspended Registration
• Uninsured Motor Vehicle
• Unregistered Motor Vehicle
• Resisting Arrest
• Failure to Stop
• Failure to Yield
• Speeding
• Marked Lanes Violations (Two)
• Number Plate Violation

A Burlington Police Traffic Officer, noting a missing front license plate, attempted to stop a green 1993 Honda Accord at the intersection of Winn and Cambridge streets at 6:30 p.m. The driver refused to stop and drove up Cambridge Street into Billerica. Burlington Police pursued him down a side street before he came out on Boston Road and struck a curb near a convenience store. The driver, identified as JOCELYN then bailed out of the still moving car.

Officer Bernie Schipelliti, who is also the department’s traffic safety officer, was able to maneuver his police cruiser into position and stop the car before anyone was hurt. The cruiser sustained minor damage.

Other officers chased the suspect on foot, catching him behind the convenience store building.

“Neither the suspect nor the vehicle in question had any business being on the road this evening,” Lt. Browne said. “This was a very dangerous situation, in which we allege that the suspect showed reckless disregard for innocent civilians by jumping out of a moving vehicle in a fruitless attempt to elude police.”

Added Chief Kent: “Officer Schipelliti did an excellent job this evening, moving his cruiser into position to prevent it from striking any innocent civilians.”

Billerica Police assisted at the scene as well.

JOCELYN was ordered held on $540 cash bail and will be arraigned Wednesday in Woburn District Court.
