Dover School District Asks Judge to Block Threatened Changes in Health Care Services

DOVER — The Dover School District and Superintendent Christine Boston are asking a judge to order the District’s health coverage risk pool to continue paying contractual health care benefits, protecting employees, retirees and their families.

The risk pool, New Hampshire School Health Care Coalition (known as “SchoolCare”), assessed the Dover district $1.7 million last fall to replenish its reserve fund, part of a $30 million charge to dozens of school districts statewide.

The District maintains that the request is unlawful because its agreement with SchoolCare does not authorize the risk pool to assess members. The District also maintains that SchoolCare’s financial situation was “self-inflicted” and avoidable.

SchoolCare has threatened to stop paying health claims as of May 1 – two months before the end of its contract with the District.

This would affect approximately 380 current and 113 retired employees and many of their spouses and children.

The District filed its emergency action in Stafford County Superior Court on Monday, April 6. In it, the District asks a judge to issue a temporary restraining order and preliminary injunction to force SchoolCare to maintain proper health coverage through the end of its contract. The request maintains that those covered by SchoolCare would be unduly hindered in their ability to access timely and effective health care services, prescription drugs, preventive care and treatment for existing serious health issues if SchoolCare does not honor its contract with the District.

Superintendent Boston also filed a separate request for a jury trial, asserting her rights were violated in a breach of contract. She is represented by Anthony Carr of Shaheen & Gordon.

On Thursday, April 2, 2026, the Dover School Board awarded a one-year contract with HUB International and Cigna Healthcare and approved Superintendent Boston to take any action necessary to terminate the District’s relationship with SchoolCare on June 30. District employees, retirees and their families will receive equivalent benefits under the new plan.
