Town of Norfolk Kicks Off Public Review and Comment Period for Community Choice Power Supply Program Aggregation Plan

NORFOLK — Town Administrator Justin Casanova-Davis announces that the Town of Norfolk is kicking off its public review and comment period for the town’s Community Choice Power Supply Program Aggregation Plan.

The Community Choice Power Supply Program Aggregation Plan, developed by the Town of Norfolk, seeks to provide community members with town-vetted options for electricity supply with the goal of enhancing the ability to pursue price stability, savings opportunities, and the amount of renewable energy procured.

The Town of Norfolk’s Aggregation Plan is available for public review and comment from Friday, Sept. 22 through Monday, Oct. 23 at 5 p.m. 

Anyone who would like to comment may do so in person at the Town Administrator’s office, One Liberty Lane, or submit written comments via e-mail to jcasanovadavis@norfolk.ma.us or by postal mail to the address below:

Comments must be clearly marked “Town of Norfolk’s Aggregation Plan” and must be received (not postmarked) by the end of the comment period in order to be addressed.

Any questions pertaining to the plan or the public review/comment period should be directed to Town Administrator Casanova-Davis at 508-440-2855. 

The Community Choice Power Supply Program Aggregation Plan was also discussed at the Oct. 3 Select Board meeting.

“The public review and comment period allows time for our community members to familiarize themselves with the plan and share with the town any thoughts, questions or concerns they may have,” Town Administrator Casanova-Davis said. “We encourage our community members to take advantage of this period and share whatever they wish as the Select Board is interested in the feedback of residents.”

The purpose of this Plan is to represent consumer interests in competitive markets for electricity. It seeks to aggregate consumers in the Town to negotiate rates for power supply while bringing together the buying power of more than 11,600 consumers. 

The goal of the aggregation is to deliver savings over the life of the Program against
Eversource Basic Service. Basic Service rates change twice a year or more, depending on rate class. As a result, the aggregation rate may not always be lower than the Basic Service rate. Community members should note that participating in this program is voluntary for each consumer and does not guarantee savings.

The Plan has been developed in consultation with the Town’s municipal aggregation consultant, Colonial Power Group, Inc. (CPG), and the Massachusetts Department of Energy Resources (DOER).
