Statement of Tyngsborough Police Chief Richard Howe Praising Conviction of Child Rapist

TYNGSBOROUGH — Police Chief Richard D. Howe issues the following statement regarding the conviction of child rapist Richard Hill.

“This was an extremely disturbing act where this man took advantage and caused unspeakable harm to a young child. This was a complicated case involving crime scene processing and DNA collection. Many hours were put into this case to bring justice to this victim and to rid our community of a dangerous predator. I commend the work of our detectives at the Tyngsborough Police Department as well as the District Attorney’s Office and the prosecutors, whose diligent hard work over the last two years brought this suspect to justice and resulted in his incarceration.”

Hill, of Tyngsborough, was arrested in September 2013 and was convicted at Lowell Superior Court last month of:

• Aggravated Rape of A Child (three counts)

• Rape of A Child By Force (three counts)

• Assault to Rape A Child

• Indecent Assault and Battery On A Child Under 14 (four counts)

He was sentenced on June 22 to serve 12 years and one day, plus 10 years of supervised probation, followed by registering as a sex offender.
